京津冀低碳能源轉型與空氣質(zhì)量改善項目環(huán)境和社會影響有關評價報告的公示

為了改善京津冀空氣質(zhì)量，促進地區(qū)低碳能源轉型，北京市燃氣集團有限責任公司建設京津冀低碳能源轉型與空氣質(zhì)量改善項目（北京燃氣天津南港LNG應急儲備項目接收站和碼頭工程），該項目建設資金計劃使用亞洲基礎設施投資銀行貸款。同期建設的外輸管線為關聯(lián)設施，建設資金計劃從國內(nèi)自籌。

北京市燃氣集團有限責任公司委托天科院環(huán)境科技發(fā)展（天津）有限公司、山西省社會科學院針對京津冀低碳能源轉型與空氣質(zhì)量改善項目編制完成《京津冀低碳能源轉型與空氣質(zhì)量改善項目環(huán)境和社會影響評價與環(huán)境和社會管理計劃報告》、《京津冀低碳能源轉型與空氣質(zhì)量改善項目關聯(lián)設施外輸管線部分環(huán)境影響評價和環(huán)境管理計劃報告》、《京津冀低碳能源轉型與空氣質(zhì)量改善項目—關聯(lián)設施外輸管線部分移民安置計劃》，現(xiàn)將報告全文進行公示，相關公眾如有意見可聯(lián)系項目建設單位。

本次公示的范圍是:1）建設項目附近可能受到影響的人群；2）在項目上工作的員工或工人；3）以及對項目感興趣的個人或團體。

Beijing-Tianjin-Hebei Low Carbon Energy Transition and Air Quality Improvement Project

Environmental and Social Impact Assessment Report

In order to improve the Beijing-Tianjin-Hebei air quality and promote the regional low-carbon energy transition, Beijing Gas Group Co., Ltd. is implementing the Beijing-Tianjin-Hebei low-carbon energy transition and air quality improvement project (Beijing Gas Tianjin Nangang LNG Emergency Reserve Project Receiving Station and Wharf Project) , The project construction will be financed by Asian Infrastructure Investment Bank. The export pipelines is the project’s associated facility, the pipeline project will use domestic fund.

Beijing Gas Group Co., Ltd. entrusted the National Academy of Sciences Environmental Technology Development (Tianjin) Co., Ltd. and Shanxi Academy of Social Sciences to complete the Project Environmental and Social Impact Assessment and Environmental and Social Management Plan Report, Environmental Assessment and Environmental Management Plan Report for Gas Transmission pipeline - Associated Facility of the Project, Resettlement Action Plan & Social Assessment for Gas Transmission pipeline - Associated Facility of the Project , the full text of the report is herein disclosed for public opinion and comments.

The scope of this publicity is: 1) people who may be affected near the construction project; 2) employees or workers working on the project; and 3), other individuals or groups interested in the project.
